If a shantytown in a vacant lot that sheltered 20 people and assessed at nothing (tax revenue at 1.383% = $0 in 2015) was ploughed down to erect one mansion sheltering 5 people and assessed at 2million (tax revenue at 1.383% = $27660 in 2015), is this not both gentrification and growth, in spite of a reduction in the population of 15 people? People moving into a neighbourhood and displacing other people can very well be growth if those people increase the tax base and demand improved services.
