The point with small gondolas is that they're unmanned and on constant rotation - they're like steps on an escalator. Or like a ski-lift, really - many chairs in rotation but only 2 at a time.
A single step on an escalator only carries 1 person at a time, but an escalator can obviously carry many many people at once.
