Technically it would need a majority of Councillors to vote against it to get crushed, but I agree with your point: I don't have a lot of confidence that Council would support an Aberdeen traffic calming plan without getting shamed into it by a huge Yes We Cannon style citizen campaign.

My point is that long before such a plan could get in front of Council for consideration, it will almost surely face a barrage of strong opposition from Public Works, opposition that in itself will empower Councillors inclined to reject whatever they are ultimately asked to consider.

Within that self-reinforcing dynamic, it's a toss-up which of the two entities is the tail and which is the dog. :/
