You'd have to ask them. But the project was shovel in the ground ready after 30 years of planning and study. One of Bob Rea's first acts was to suspend it. Suddenly Copps is involved with a bogus (according to the lawsuit) environmental study. Rae or Copps didn't do it for nothing.
Could you imagine if Premier Lloyd Ferguson, after meeting with some anti LRT folks, pulled funding on a started LRT project and then Conservative Minister whoever suddenly sends in the feds because they found some new rare bacteria that needed protection in a sewer on the LRT Route? Wouldn't you go apeshit?
