OK, so I dug through the PubWorks minutes. The last minutes from the Cycling Committee sent for a report were on July 8, 2015, and were duly received at the December 7, 2015 PW meeting. Since then, no minutes have been received. The only report from HCyC since then was the 2014-2015 annual report, presented on February 29 2016, which made no mention of the Bay St. request.
I can only conclude that the complaint that this has been going along without the usual reporting is correct. I hate to criticize or even imply criticism of volunteer committees, I really do. But clearly the minutes aren't getting to the City where they need to go, sadly. I don't know if there were agenda items on the January 2016 PW agenda (that meeting was cancelled) but if there were I would have thought they would be placed on the February 1 meeting, and there is nothing there.
