I concur.

My spouse Alain often had to let 1 or 2 buses pass (both #1 and #10) during peak period, before he could board one. The route is constrained by HSR's limit in bus count during peak. Plus, the bus often takes minimum 35 minutes at peak in traffic, Circle-to-Mac.

It's easy to board the HSR bus at the endpoints but is often full along certain parts of the middle of the route in the peak-direction.
