In a lot of ways the shortest route to abusing people is to underpay and overwork the people entrusted with their care. Long-term care residents (psych, disability, elderly etc) face some pretty awful situations, and while I have no trouble believing (some) people get into police work because they like hurting people, I've never known a nurse that did. Sadly, when you're entrusted with an impossible workload, nerves fray and tempers shorten. I've known a lot on both sides of this , and it's rotten all around.

As for cops, I'd point toward historic and worldly examples, especially the third world. Not every society can afford to give cops middle class salaries, and in those that do corruption is far more common.

And then, for the ugliest recent example, there's Los Zetas, the Mexican soldiers-turned-drug cartel.
