That's certainly true of HLR and the various neighbourhood associations that have thrown their support behind LRT, however LRT is also supported by groups such as the Chamber, the Realtors Association, and various BIA's who could reasonably be labelled 'lobbyists'.
The main thrust of your argument is correct though. Despite the fact that LRT support does include interested parties, the 'lobbyist' term is invariably wielded by opponents specifically to disparage citizens' advocacy efforts such as HLR, the so-called 'RTH group', and any other private citizen who has the nerve to express their support, as though their involvement in the process were somehow illegitimate.
