Not sure what you're trying to get at here, but citizens getting involved in an effort to affect the type of change they would like to see in their communities is pretty much the opposite of picking up your ball and going home.

Nor does the existence of groups with opposing viewpoints mean that people are working in isolation 'building their own cities' as it were. For better or worse, the tension created by a variety viewpoints informs debate in a democracy. People disagree! People fight! People (well some people anyway) roll up their sleeves and do the hard work of trying to make their communities a better place, and that's ok! That's democracy. THAT'S a city.
