there is a long term plan: Setting Sail. It's mired in OMB appeals at the moment, that's why nothing's happening. I'm more optimistic than you about it. The final hearings are coming up in December. The obstacles to developers isn't remediation necessarily, though they know the cost of that much better than we do. It's negotiating with CN, the community, and the OP. Once that's in place, with the other projects slated for the marinas and waterfront, I have no doubt that land will take off. Don't take this the wrong way but I agree with the 'myopic' comment below. Had the Ticat fiasco never started and we were having a reasonable conversation on this site about what to do with the WH, and someone proposed a football stadium, they would have been treated like they were suggesting a wal-mart.
