Here's one: right now, Westdale is home to several special programs, including the International Baccalaureate (IB) and French Immersion. The school is also significantly over 100% capacity - so much so that students attending the SageQuest program of choice at Ryerson middle school from out of catchment are being told they won't be able to continue on to Westdale when they graduate.

Why not move around some special programs to a school running below capacity to help rebalance utilization levels?

It's the same situation on the mountain: Saltfleet is over 100% capacity, but students living in the Sherwood catchment are allowed to attend Saltfleet instead, further depressing Sherwood's enrollment while the school is on the South ARC chopping block.
