I'm harping on capacity because that is the number 1 funding metric. If the school has 700 students it gets funding for 700 students. The school then has to maintain a 1400 student building on 700 funding.
Point 2. Delta is around 100 years old. Does it make sense to consolidate students to a building with maintenance costs 10x that of a new building. It will also need retrofits to accommodate today's modern education programs.
These decisions are not arbitrary. The numbers and rational are all detailed in the North ARC report.
