Am I alone in thinking that for 99.99% of Hamiltonians, the BoE is a dead building even if it remains standing?

The past month seems to have intoduced the building to more people than gave it any thought for the 44 years preceding. It's so disconnected from city life that its only significant human face is probably that of wage negotiation picket lines.

Is that an architectural failure, an organizational failure, or both?
