The same argument can be made for any building that people don't frequent - Copps, HECFI, the Central Public Library, the Standard Life Building, Lister Block, Right House, Hunter Street GO Station (for those who drive everywhere), City Hall, the downtown Farmer's Market (for those who don't frequent it), the old Bank of Montreal building on the corner of Main and James, the Unified Family Courthouse, etc, etc..

A building is never thought of by people who don't use it or have need to go there. I don't see why you think the BoE stands out as unique in this sense. I think it's a nearly universal truth.
