Money isn't always the primary impediment to getting a post secondary degree. Quebec has the lowest university tuition rates, but also the lowest rates of enrollment at university - In 2006 only 30% of Quebecers were enrolled in university by the age of 21. By contrast, about 51 per cent of young people in Atlantic Canada attended university by the time they were 21. In Ontario, that rate was about 46 per cent.

I do, however, agree with you that getting a post-secondary education does not lead you out of poverty - particularly if youre area of study is not something which is in demand.
