In the report, they do make mention of "small" Asian supermarkets, and a total of 24 "specialty food stores" in downtown, and then somehow claim that downtown lacks a supermarket because these stores do not sell bulk cereals in sufficient variety (check it out, that really is the primary failing of these stores that they identify).

I admit that they do say that the desire for a supermarket is "often expressed." How often or where isn't very clear.

The way this is all stated, and the eligibility criteria chosen, they are looking to provide free tax dollars to either Loblaw, Sobey's, or Metro. We've got a lot of choices already- since these choices are apparently, I can only assume that City staff are looking for the convenience apparently only offered by one of the chains. How giving money to one of the dominant players in the sector will help consumers is beyond me.
