A very simplistic approach. The car is responsible for a huge amount of tax in the governments coffers. From the taxes mining companies pay on mining iron ore and coal. The taxes all those workers pay from their wages for mining and all the other taxes they pay when they buy things. The next step is making steel and again the governments coffers reap a princely reward from the companies making the steel and all the employees of those companies. That steel is then sent to manufacturers that make car parts and those are some of the best paying jobs that we have, not to mention the taxes paid by the haulers who haul the steel. Every step of the process generates an almost immeasurable amount of taxes for the various governments. That is why they fight so hard to keep the auto and auto parts manufacturing companies in their jurisdiction. The total of all these taxes paid by so many at every step of the process is what allows the state to pay for so much and why it fights so hard to keep the cash cow.
