Helmet laws deter people from cycling, and when the number of cyclists goes down, each cyclist's risk of being involved in a collision goes up. That's why cities with the highest rates of cycling also have the lowest rates of helmet use

Really? Or are you just making that last part up? Nothing to do with better and safer cycling infrastructure?
