I'm not going to begrudge Dialogue Partners for their fees - if they can land a 400k public relations contract - good for them.

If you look at their website - http://dialoguepartners.ca/ its pretty clear that they are more geared towards the backend training & policy development aspects - ie training City staff how to run PR (oh the irony - Hamilton I love you just for the comedy) - NOT the front end web, visuals, and social media that is presented to the public.

Their own company website is just crappy looking Wordpress template.

As a business and as a creative, its a shame that for the OurHamilton campaign they are using a bunch of crappy snapshots instead of actually licensing some decent content - god knows they have the budget for it - on top of a generic Wordpress template and Surveymonkey - but again, I think it is pretty clear that the mandate to "engage the public" is just a shell.

I mean check out their "What We Do" page http://dialoguepartners.ca/?page_id=4

They don't even mention website development or social media as a service (and not even bothering to use a decent SEO convention on your own website should have been a big red flag that they are not qualified anyway - unless google now knows how to match /?page_id=4 to "what-we-do" lol).

So crappy website and botched social media campaign aside - what is the City actually paying Dialogue Partners 400k for?
