I'm still trying to get some more clarification on this, but from what I can tell, Wilson Blanchard has worked out a deal with the City whereby the building at 18-22 - the grey, three-storey buildings on the right side of the photo next to the Scotiabank - will be designated under the Heritage Act and preserved.

Meanwhile, the buildings at 24 and 28 - the two four-storey buildings on the left side of the photo next to the already-demolished gap tooth - will be demolished and left vacant until whenever Wilson-Blanchard's redevelopment plan comes together.

In other words, they're saving one building but the rest of the streetwall will likely be broken for at least the next couple of years.
