This is SOP of law enforcement. There are many examples of police over pursuing the wrong things, our marijuana laws are just one example, so are the speed traps on Dundurn, this is NOT unique to bicycles.
If you don't agree with this approach to law enforcement then you should be condemning it in all regards. Insisting only bikes should be exempt from these methods falls under my definition of exceptionalism. And it certainly isn't prejudice versus bikes because that would imply these methods of law enforcement only happen to bicyclists, which again is simply not true.
Sorry you just have not made your case with me Nicholas. You lost it at the part I quoted above when you were apparently unable to acknowledge this occurs to those dastardly motorists too.
