Our top-down funding structures too often fail our bottom-up urban and rural systems. They don't adequately reflect the reality of the needs at the lowest levels: those of citizens and businesses.

I think more can be done at the local level, especially in Hamilton.

But the feds need to start acknowledging the role cities play in the national economy, and their needs for strong urban policies and funding programs (same goes for rural issues). And the provinces too need to change, e.g. they have a tendency to implement one-size-fits-all programs that don't actually fit municipalities very well.

Urban experts have been calling for a national urban policy for decades though. So it's doubtful we'll see one soon, if ever.
