They don't save time for people who live in the lower city. They're a royal pain. I live on Grant between King and Main. If I am heading east on Main and turn onto my street, I have to turn my vehicle around to legally park facing south. That means I am doing a three point turn in the street, or using someone else's driveway to turn around, or driving three blocks to the next northbound street so I can double back on King and be facing the legal direction. If later that day I leave my house to head toward town, I have to repeat in order to get on King westbound. Trust me, it's a royal pain and isn't saving anyone on our street any time. Most residents, consequently, ignore the law that says you have to face south if you're parked on the west side of the street. No harm, no foul, on a small side street like Grant. But that doesn't prevent the city ticketing you from time to time.
