It controls UNNECESSARY idling while parked. You don't HAVE to leave your car running when you run into the store or wait for a passenger to jump in. It is useful in cutting back unnecessary air pollution.
Haven't you ever been outside with an idling vehicle nearby that stinks up the place? Don't you think it would be polite of that person to shut their car off until they need to move again?
This becomes less of an issue as modern cars replace older cars - the latest technologies "soft off" the engine anytime the vehicle is stopped.
