In my experience, Public Works has an enormous amount of power to decide what does and doesn't go ahead, long before a proposal even makes it before a committee. It is possible for Council to overrule Public Works for a given Councillor's project, but that is a risky strategy that requires considerable political capital and Council cooperation - something that is in short supply in Hamilton when it comes to complete streets improvements in the lower city.
