No I do not think so. I was there when this issue was first started and at least one councillor actually said she did not know what idling was and wanted to "educate people" and not have a bylaw. As she is parrt of the usual crew of ne'r do wells on Council it is just going as she wanted it to. I will also add since this started I have even caught bylaw officers idling. They are not impressed if you draw attention to it. I have also seen city employees, cops and other government vehicles guilty of the same thing. It is not that people do not know. They do not care. And that can only change if there is a direct consequence.

Im a longhaul truckdriver I own my own truck I looked into anti idling solutions and the prices are incredibly high from 6k to 9k. I think if we are going to realy make a difference we will need an affordable solution.
My truck and I make a lot of money but after fuel, tolls, and taxes there is almost nothing left.
There is an irony that those who consider the construction of new buildings to be better than preserving old ones frequently do not consider that, within 20 years, their 'new' buildings will also be considered to be ageing." -- Chris Borgal, Principal, Goldsmith Borgal & Company Ltd., on his assessment of the Lister Block

Actually the public education is going forward with modest funding. What's actually being pissed on is a by-law containing money for enforcement which would give the public education some teeth. Maybe you want to edit your cartoon to recognize this. Good point though.
