Show me evidence that cyclist infractions pose a significant risk to other road users. I actually quoted a study and statistics that indicate they don't.

We don't put equal resources into enforcing murder laws and parking violations for the same reason: we prioritize enforcement based on risk to society.

we learn that 96% of collisions in Hamilton in 2009 and 2010 did not involve cyclists. Given that cyclists are far less likely to cause injuries to other road users when they do collide due to the difference in kinetic energy (about 100 times less in typical cases), it is not credible to claim cyclists are a major risk factor in Hamilton's road network.

Combining this with the results of the University of Toronto study suggest that 99.6% of Hamilton collisions are caused by motorists. Which is precisely why enforcement should not be spending scarce resources on cyclists, and police officers should not be suggesting they pose an especially high risk to road users in Hamilton!
