Here's an example for your point - way out here in the burbs (Kenilworth and Main) we just had our first infrastructure re-build since the street was put in approximately 95 years ago. They installed a new water main, a new storm sewer and refurbished (relined) the original sewer as the sanitary sewer. They're 1/3 complete (C15-42-14(HSW) - $1.7million) and the houses are on roughly 27' lots. Rough numbers suggest that it's about $17k/house. Will it last another 95 years? Probably. Will it be paid off by future property taxes? Definitely.

Change out those numbers for 60' frontage, the cost starts to look a whole lot uglier - and if the street gets curvy, there's even more infrastructure required compared to a post-WWI straight street.
