To the best of my knowledge, there is no equivalent North American degree or professional qualification to the Dutch "Bicycle Traffic Design Engineer". If such an education infrastructure were available here, I'd be the first to sign up. For what it's worth, there are alternatives. For example, I went to Portland for a week-long comprehensive bicycle planning and design professional development course, complete with daily bike tours, hosted by Portland State University. I have tremendous respect for the Dutch engineering standards but surely they can't be the only ones allowed to certify professionals as good engineers for cycling infrastructure.
