Did these people have leases? What is the difference between the tenants of Gladstone and people who have leases under the Residential Tenancies Act in shared accommodations (that are technically classed as boarding houses) and whose rent is adjusted under a Rent-geared-to-income program operated by the City? My understanding is that a housing provider offering RGI rooms for rent has a standing agreement with the City and cannot sell a house that contains subsidized housing unless the City signs off and allows the sale of the house.
