The difference is that the money spent and the money received are by different people. The money is spent by the American government (and, by extension, their taxpayers). The money received goes into the hands of members of the oil market. The fact that it's a net loss doesn't matter when the "revenue" and "cost" is happening to different people... as long as you're on the "revenue" side of the question.
