Thanks everyone for the positive feedback.
@seancb I did discount the city's contribution when calculating the final tiger cats contribution minus the city's "management fee" in item E.
At the end, I compared the undiscounted figures which is a fair comparison (although ideally I would have computed the discounted figures for both).
@realitycheck the tiger cats definitely have ownership in the stadium, since they are guaranteed full access, and the right to manage it, for 20 years. For those amazing rights, they are paying maybe 3% of the cost.
