Just so. Remember, too, that students are required to be in school, and if they don't show up for class, their parents are phoned at home to account for it. They're stuck with whatever teachers they've got for an entire school year. It's not as simple for a 14 year-old as just walking away, or ignoring it. Remember, too, the peculiar dynamics of a classroom- there would have been classmates who sniggered at the names used (though God help them if they had were to use those names on a fellow student or on a teacher), contributing to the reluctance of some victims to come forward. Bullies like this always know how to select their targets...
