I can see their argument that the amber crossings aren't safe - I used to live in Guelph and there was rather frustrating in the ambiguity of it. But I can't imagine that a push-button traffic-light crossing costs that much more anyways when it's not at an intersection... especially on a 1-way route. If they really wanted to be fancy they could use a flashing-red which just means "stop sign" and thus wouldn't hold back traffic as much as a full-red.
