Precisely: responses must be both within and without parliamentary democracy. To quote from Stephen Collins' work, Dispatches from the Occupation,

There are simply relations to be forged, communities to be built, and a commons to be held in trust by its commoners. Power is neither to be tempered nor seized; it is to be vacated. Thus the point of a social movement is not (at least not limited to) opposition, critique, or challenges to authority, but is really about imagining and building alternatives [pp. 32-33].
